Charters work for urban poor non white populations, but not in suburban white middle class areas.
So clearly charters have a role and place in education, just not everywhere. What isn’t addressed is whats so wrong with the public school systems themselves. In between the lines there must be a story about how public sector unions don’t help, but private sector unions do.
